Drug and Alcohol Policy
Purpose & Brief
This policy aims to ensure a safe, healthy, and productive work and social environment by addressing the use and misuse of drugs and alcohol on The Veterans Center (TVC) property.
Scope
This policy applies to the Board of Directors and all members, employees, contractors, and visitors of The Veterans Center.
Guidelines
A. Employees, and Contractors:
- Consumption of alcohol or recreational drugs during posted hours of operation, or during hours of employment, is prohibited.
- Use or possession of illegal drugs is prohibited.
- Reporting to work under the influence of drugs or alcohol is prohibited.
- Consequences of Violation: Violations of this policy may result in disciplinary action, up to and including restricted access to the premises.
- Reporting: Violations of this policy should be reported to a TVC Director.
B. Directors, Members, and Visitors:
- Consumption of alcohol or recreational drugs during posted hours of operation is prohibited.

- Consequences of Violation: Violations of this policy may result in restricted access to the premises.
C. Permission to Serve/Sell Alcohol on Premises:
- If alcohol is served at the event, the event organizer must obtain an Insurance Certificate of Liability, naming The Veterans Center as an additional insured. lf alcohol is served at an event open to the public the event organizer must also obtain a “special Event Liquor License” from the City of Steamboat Springs. Required certificates or permits must be provided to The Veterans Center before the scheduled event.
- Non-TVC event organizers are required to apply for a “Special Event Liquor License” (one time liquor permit) from the City of Steamboat 30 days in advance of the event. A copy of the “special Event Liquor License” must be provided to The Veterans Center prior to the event and displayed per regulations. lf alcohol is being sold, a TIPS certified person must be present; otherwise, it is recommended. Note: This cannot be a TVC staff or board member. At an event open to the public, any alcoholic beverage must be distributed by a representative of the sponsoring organization or a representative of The Veterans Center.
D. Activities Hosted by the TVQ American Legion Post #44 and VFW Post #4264 require application for a “Special Event Liquor License” for public events where the
alcohol served is not complimentary (e.g. there is an admission fee, requests for donations, cash bar). Alcoholic beverages are not permitted outside of the building except during permitted special events. lf alcohol is being sold, a TIPS certified person must be present; otherwise, it is recommended. At an event open to the public, any alcoholic beverage must be distributed by a representative of the sponsoring organization or a representative of The Veterans Center.
Review: This policy will be reviewed annually to ensure its continued relevance and effectiveness.
